I follow up the instructions ssh.com but still the same issue. I found the ssh_config under /private/etc/ssh and I noticed # XAuthLocation added by XQuartz (https://www.xquartz.org). so I opened xquart and type putty and I was able to use it, then I open a terminal and I was able to use it there too. However, I don't have the logical explanation but if someone else knows please share it.
