Re-add PayPal Account

Hi , i have inactivated my Paypal account in my iphonw.Now i want to re-add it but unfortunately this payment method with current paypal account is not accepted .how can i solve this problem?

Open Settings and tap your name.
Choose iTunes & App Store.
Tap your Apple ID at the top, then View Apple ID.
Finally, tap Payment Information, tap PayPal and follow the prompts.

when I do it . i receive the below message:

this payment method can not be used with the iTunes. try again using another payment method.

how can I solve it.
