Rosetta 2 not for which binary?

I read at an XMOS page about their new XCT Tools [1] that

Operating systems macOS 10.14 (Mojave) and newer are supported. Intel processors only.
Older operating systems are likely to also work, though they are not supported.

I see on Wikipedia [2] that Rosetta 2 will not transform every binary(?) out there. I wouldn't think that the XMOS code is that special. What might be their reason for saying "Intel processors only"?

Is it likely that they might have said this simply because that's what they have tested?

General reasoning would suffice for me as answers. Only XMOS could supply the final say here, I guess.
