Please can I use mobile data to update my iCloud apart from WiFi ?

Thanks for coming to Apple Support Communities for help today with iCloud and cellular data.

Wi-Fi is required for an iCloud backup: Back up your iPhone, iPad, or iPod touch to iCloud.

If you sync some of your data to iCloud in Settings > [Your Name] > iCloud like Photos, Contacts, Files, Calendar, Notes, iCloud Drive then you can use your cellular data for syncing as long as these apps are selected in Settings > Cellular Data.

I have cellular data enabled for Photos, I even enabled unlimited updates, but the Photos app shows only “163 photos and Updating 11,000 items” and it’s stuck there, I can’t access any of the 10,000-whatever photos in my library!
