iMessage not getting activated on Vodafone Idea(Vi India)

Despite many efforts,my sim doesn’t send the message for iMessage activation.Normal sms works both national and International.After exhausting all the available options,Apple support arranged for a detailed conversation with senior support staff and he explained to me it happens because of the unlimited combo pack I have(I also have extra recharge other than the combo pack in my prepaid account).My Carrier(Vi India) is clueless about the issue.Any help would be greatly appreciated.

First, check to know whether you have an SMS plan enabled at least for One SMS with your carrier. Contact your Carrier (Cellular Service Provider) the agency who issued the SIM to you

If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS Only)

4 Step Process --> Turn off and restart iMessage and FaceTime (The order/sequence is very important)

Go to Settings > Messages and turn off iMessage.
Go to Settings > FaceTime and turn off FaceTime.
Restart your device.
Turn iMessage and FaceTime back on (Watch the GIF hereunder)

Thanks for your response

As I clearly mentioned above,After exhausting all these steps,a senior technician from Apple told me the above mentioned reason.I can send and receive both national & international sms.
