Unable to use hotspot

i cant see personal hotsot option. i see hotspot option inside mobile data option and it shows this popup. whats wrong?

iPhone 6s, iOS 14

Personal Hotspot is a carrier feature. You should contact your provider for details like the message suggested.

but carrier says this is handset feature, they can not solve the problem

I have same issue and carrier said it is a handset feature, they can’t fix the problem.

please help address this.
