The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

I have OS X version 10.9.5. How do I upgrade to iCloud Drive?

You should be able to use iCloud Drive with 10.9.
