I’d like to purchase an iPhone SE second generation from Dubai and use it in Egypt. Will there be any problem using FaceTime or any of the apps? I heard it’s blocked in Dubai and uninstalled on the phone, but what if I’m going to use it in a different country?

Note that you'll likely be denied warranty service on it outside the country of origin.

You can buy the phone, face time is carrier locked and will be available once you go to Egypt. I bought my iphone 12 from dubai and face time works fine when i came to Pakistan.
Facetime will be blocked. So don't buy that phone.
FaceTime is not available are in the UAE. The app will not be on the phone if you purchase the phone in Dubai.
