Is it possible to enable 4G band 28 in my iPhone 11pro max. I have a career whose 4g network runs on band 28

Have you checked the available bands for your model phone→iPhone - Supported 5G and LTE networks - Apple
If it isn’t listed there is no way to add it. That’s why iPhone models are region specific, and why you should always buy a phone in the region where you will use it the most.
