how do I (or even can I) restore safari tabs from iCloud backup (on iPad)

Your iCloud or iTunes backup does not maintain a backup of the running “state” of Safari. The backup will, however, keep a copy of saved Favourites/Bookmarks. If saved, individual groups of Favourites/Bookmarks may correspond with open tabs - from which open tabs can be restored.
