How do you delete a frame in a video without deleting whole video?

Quicktime Player frames some editing functionality. iMovie is more extensive.

MPeg4Streamclip is also very good.

The video was from my I phone, so do I need to move video to quick time to edit? Or can I just edit from photos.

As you can tell I not well versed in Photo, so I am lost because in photo I did not see any edit options for deleting frames.
