When I signed up for an apple ID I unfortunately chose a yahoo email address as my apple ID. Now, years later I still receive the bills for my iCloud purchase to h*****@yahoo.com. I would like to change that to h*****@icloud.com, but I don't seem to be able to do that. Please help!

You need to change your Apple ID email address to the iCloud email address if you want the bills sent to that email address.
Note the restrictions in the article.
What to do after you change your Apple ID or password - Apple Support I suggest doing this before you change your Apple ID or password.
Based on what I have read, I suggest you leave your Apple ID email address as a 3rd party email address because you have more flexibility if you need to change the email address. For example, if the Apple ID got compromised, you can change it to another address. I also have read of many people who were locked out of their accounts when they forgot their password. Since the recovery email address is the @iCloud email address, if you forget your password, you also can't access your email to get emails from Apple to recover your account. You can set a rescue email address, but for some people, this hasn't worked.
Can you go to the Yahoo email web site and set up a rule or something that will redirect/forward all emails from Apple to the iCloud account?
Is there a way short of changing the Apple ID? Or is it possible to have an alternative Apple ID? The problem is that my I set my mothers device to use my iCloud for backup. She won't be able to change the Apple ID without my help and she lives overseas, so if I change my apple ID now she will be without backup for a while. In addition I would need to align and ID change with the rest of my family.
