I have down loaded a setup file (Siemens Logo8) and when I run it I get
You do not have permission to open the application "Setup".
I have admin rights and I have tried creating a second pure admin account but still get the same box

Ctrl-click on it and choose Open, then Open again in the confirmation dialog.
Based on the release dates and the list of supported OS's, it is likely you will need an old Mac to run the Mac version.
I have no idea if I found the right software, but it appears so old it is likely 32-bit and won't run on anything after Mavericks, but maybe High Sierra. Your Mac cannot run any of those.
