Noon is 12PM. Midnight is 12AM.
You can of course go to Settings->General->Date & Time and set it to 24 hour / Military time instead so Noon is 12:00 and Midnight is 0:00 instead of using AM/PM.

Its Apple's default clock app, however if you have setup a sleep schedule in the Health App, it will display the wake up time in the clock App for you to manage.
