I can turn the phone on but it just brings me to a locked screen that says "iPhone is diabled connect to iTunes," but I dont know how to connect the phone to iTunes without opening the screen. Does anyone know a workaround for this problem or like a hotline I can call for help.

The advice above is great, IF you know the Apple ID and Apple ID Password used to set up the phone. I'm willing to bet you don't. If you don't know who the previous owner of the phone was and you can't get them to remove Activation Lock on that phone, you have wasted your money on a device you can NEVER use. Apple won't help you. We can't help you. The phone is useless without the previous owners help.
Since I'm guessing you don't know the previous owner, if you can get your money back, recycle the phone responsibly.
