I use iCLOUD but want to delete photos on one of my iphone only

I have one iPad, 2 iPhones and a Mac Pro and I use iCloud. I want to delete photos on one iPhone but keep them on the other devices. How do I do this?

iPhone 6s Plus, iOS 13

You can't.

iCloud is for syncing to all your devices.

If you delete a photo from one device, that photo will be deleted from all devices (this is how syncing works)
