Find My or criminal ankle restraint? Apple decides.

My special needs adult son loves airplanes and wants Always to be in Airplane mode. He also has a knack for sliding away from his group and getting out of sight. Plainly, Find My is the single most important reason he has an iPhone, though he might say, “Kicking your typical rump on Mario Kart,” if only he could talk. Or write. See my problem? You don’t feel my fear, or my anger at the thoughtless idiocy of removing important safety features because you can’t be bothered to think things through.

a) How do I prevent my special child from turning on Airplane mode (or mucking with the Settings utility at all, for that matter)? No, Screentime does not allow me to lock the Settings utility.
