How is it possible to add a white-red-white country flag emoji for Belarus for iOS?

The Unicode Consortium has an explicit policy for historical flags like this. See https://unicode.org/emoji/proposals.html#Flags
Essentially, these are not supported due to technical limitations in the way these emoji characters are constructed. They are based on country codes and a country can only have a single code at a time.
