Hi, I believe you are asking about the last iTunes version that could manage apps. That was 12.6.5.3, which is more than 3 years old now and might not work with recent iOS versions. You could find a download link in this support article: https://support.apple.com/en-us/HT208079

I would strongly urge against using a .ipa file downloaded from the web. Such things have been used as malware vectors. iOS apps should be installed using the app store. If the item in question is no longer available then you don't want a cracked copy.
