How to back up iPad when the only internet is via hotspot

I don’t have access to broadband internet, and all I have is hotspot data on my devices. I want to back up my iPad by connecting to the hotspot on my iPhone, but every time it fails due to “poor network performance” . How do I get this to work? I don’t have any other internet access.
