How is it locked? Activation Lock? You forgot the passcode? Disabled?

See the Apple Support article(s) below. Note the last section which covers having Apple remove it if you have proof of purchase.

Turn off Activation Lock - Apple Support.

Passcode - If you forgot the passcode for your iPhone or your device is disabled.
