do not see file sharing function

Thanks for visiting Apple Support Communities! We understand that you're not seeing the option to share files from your PC to your iPhone using iTunes. From the guide you recently reviewed we see at Step 5 " If you don't see a File Sharing section, your device has no file-sharing apps.". Here's that link again, just in case: Use iTunes to share files between your computer and your iOS or iPadOS device

Has this feature ever worked for you in the past? If so, make sure that all devices are fully updated, including your apps. Links to update your devices can be found in the guide above under "What you need for File Sharing".
