I have an apple 4k TV. The box has started blinking consistently and won't connect to my TV. My apple TV only has a power port, ethernet port and a HDMI port so I'm not sure how I would restart the device. I have tried disconnecting and reconnecting it and restarting my whole TV system. Nothing seems to work

If a restart (temporary disconnect from power) doesn’t bring improvement, then the system software needs to be restored. Unfortunately, for the 4K model, users can’t do this themselves (no USB port). Contact Apple to have the restore done by an Apple technician.
