Converting ink to text on OneNote for iPad - why not Scribble?

I see other questions but the forum is asking me to re-submit this...

Why will the scribble function not work on the drawing tab or any text entry location within OneNote?

iPad mini, iOS 9

Yup,

You would need to ask Microsoft this question.

None of their iOS apps for iPad have ANY functionalities for the Pencil.

Ask Microsoft.
