Either get Verizon to issue you a SIM card for the iPad, link-> Remove or switch the SIM card in your iPhone or iPad - Apple Support

or follow the steps here to use the embedded sim to setup your Verizon service. link-> Set up cellular data service on your Wi-Fi + Cellular model iPad - Apple Support
