This particular locked note was set to unlock by Face ID and password. I forgot the password and for some reason the Face ID function is not popping up when clicking the locked note. I checked the setting and the option for Face ID for locked note is active. I turned off the iPhone twice and still the Face ID is not automatic when I tried to enter the locked note. HELP!!!

If it's prompting for the password, Face ID will never unlock that note again until the password is entered correctly.
Similar to your iPhone unlocking with Face ID, there are certain conditions that will require your passcode to be entered before Face ID can unlock your phone again.
Face ID does not replace your passcode or your locked notes password. It is a convenience.
Without that password, you will not be able to access your note again.
