If the button is greyed out, then your library is already the system library. Like this:
Lots of people are reporting that. I'm guessing it is a new bug in 11.3.1, which seems to be showing unedited versions of images - if you want to give feedback to apple, the only channel they might listen to is:

Ok, so before I upgraded to the new macOS Big Sur 11.3.1 my photos for my screen saver were straight, now since I upgraded most of my photos are crooked now in my screen saver, how do I correct that?
