If the old phone was syncing Messages to iCloud, set up iCloud Messages syncing on the new phone, and the messages should sync to the new phone.
If the old phone wasn't syncing Messages to iCloud, you would have to restore a backup of the old phone to the new phone. Restoring from a backup erases all data currently on your device. Any data newer than when the backup was made will be erased. A restore is an all or nothing restore. You can't access a back and only restore certain files.
