Hello good morning... please I need some assistance in clearing out my current balance so I can change my country/region it appears I can’t do anything with such little amount

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
