If you do not have access to the original Apple ID and password locked into the Apple Watch, you will need to submit an Activation Lock Removal Request as indicated on that same article you read. You will need to submit the original proof of purchase of the Apple Watch i.e. The receipt from an authorized seller such as Apple, Best Buy, Target, Your carrier, etc.
