Receiving phone calls

I'm having problems receiving some phone calls. Is there a setting that filters phone calls? When the call comes in, it goes straight to voice mail. I don't hear ring but a get a text indicating that an "Unknown" or "Potential Spam" was attempting to get through and it doesn't identify the phone number. The calls are from someone I know.

Settings>Phone>Silence Unknown Callers.

If that's not on, it may be being blocked by your cellular carrier, especially if it believes the call is spoofed or otherwise illegitimate.
