Upgrading to iOS 14.5.1

I tried to upgrade from iOS 14.3 to iOS 14.5.1 and my iPhone XR said it would take over 6 hours. I turned off my VPN and the same result. I turned off my phone and stopped the download. Still on 14.3. Does anyone have any ideas on why this is happening? It has never taken longer than about 45 minutes. I did a speed test and I was getting 232 down and 110 up.
