i was paying for extra icloud storage on my old phone how do I get it transfer to my new phone

iCloud storage upgrades are associated with an Apple ID, not an unit. Log into that account on the new iPhone.
If you're trying to transfer it between the accounts, set up Family Sharing if it's a 200GB or larger plan, or download your data, downgrade from one account, and upgrade on the other, or contact the iTunes Store staff.
