Apps not loading after data transfer

I upgraded from a iPhone 6s plus to a new iPhone 12 yesterday and everything transferred over fine but all of my apps are stuck on waiting. I've restarted my phone multiple times and every time a turn it back in all of the apps are either still greyed out and say waiting or they're stuck half way loaded and don't make any progress. I've also deleted a few apps and tried to redownload them individually but they just get stuck again.
