how can I install an earlier version of macOS

I want to use my older iMac as a monitor in Target Display Mode, but it says I need to use an earlier version of OS to use it with my M1 mac mini. How can I install an earlier version if I'm currently running the latest OS in my iMac?

TDM was deprecated after 10.13 High Sierra. M1 based Macs don't support using an iMac, even one that supports TDM as a display.
