My iPhone 11 has stopped downloading apps. The apple app says a new version has downloaded but when you pick update it starts all over.

Try a different wifi network; office, library, coffeeshop.

im not sure what buttons you are talking about. They did a reset at the apple store but it didn’t work. Any other ideas?
