Dispute charge error

When trying to disputed a charge it will not go through and says "not delivered". Shows up gray in the txt

"I would like to request a refund in the amount of $72.75 for a transaction at Apple on May 22, 2021 at 3:33 AM."

refund request error I was so shocked when I check my account.It was deducted amounting 1550 however i didnt have any subscriptions, when i file a refund its always" something went wrong with your request" so how can i reach the apple customer were in fact theres always an error filling a refund. Dispute charge/Developer AWOL!! How can I dispute a charge as the developer isnt responding to my email dated 20th of June 2020? Apple advised that they can not process refund. I sent another email and called the developer's number but the number is out of order!!!! support@allstartech.net (855) AST 4696 This is the contact that I have used. How can Apple keep such developers that it is over 20 days without any response, I tried to go slow because of the Covid19 but it seems that the developer is taking advantage of the current situation.
