Why contact photo is not full screen during incoming calls

In iOS 14, incoming calls default to the banner-style notification.

To change this, go to Settings>Phone>Incoming Calls, then select "Full Screen."

Phone calls My phone won’t display the contact picture full screen when receiving phone calls. It shows a blurred picture of my background and the contact photo is in the top left corner next to the name. I’ve gone through my settings and tried trouble shooting via google and haven’t had any luck. Anyone able to help?
