Video Timestamps 1 hour ahead after import to Photos

Why does Photos on my Mac change the timestamp of videos when they are imported from a camera. Videos all change to one hour ahead of actual shoot time. Videos taken with iPhones X or 11 are not affected this way. I've checked Time & Timezone settings on all devices and all are correctly set to my location. Software is up to date - Photos version 6 (340.0.221). Why is this happening? Anyone else having this problem? P.S. Timestamps show correctly in Snapbridge and Google Photos.

Movie metadata is a mess but there are certain rules in certain apps.


Is the timezone and DST correctly set in the camera? Cameras use QuickTime:CreateDate for the date and it should be UTC (although some apps insist using local time).


On the other hand iOS devices use in addition Keys:CreationDate which is local time (if there are no Keys or UserData date tags, Photos.app uses the possible GPS location for the timezone in mp4, m4v and mov).


Older Photos use different algorithms to get the date and in Mojave the possible GPS:GPSTimeStamp also affected sorting.


There are also some time limits so before 1970 only Keys work for movies (and May 1 1921 might also be a time to be aware of when setting movie dates in certain countries). With Google Photos images' EXIF dates work only for 1902 or later.
