can I see my backed up messages in iCloud

Can I see my backed up messages in iCloud? Specifically, I would like to restore the text messages from one individual that got deleted by mistake.

No. But if you turn on Messages in iCloud your content is automatically stored in iCloud and is available on all devices that use the same Apple ID
