New iPad message "Plug into a computer to restore”

I just bought a new iPad Air and opened it to set it up and the first message that pops up is “plug into a computer to restore” I am confused as to why it would not just have me set it up like usual??

Who did you buy it from, an Apple Store? Sounds like someone tried to set it up already. You could try restoring it but setting up as New, not from backup. Try this:
