I cant get past Options with a gear icon screen

I have clicked every option but it just keeps restarting my macbook. I can’t get past the options with gear icon screen

Stuck at Options screen I was trying to erase the disk and reinstall macOS again on my MacBook Air M1. After erasing, I had to restart and now I am stuck at the Options screen with the wheel constantly spinning. I can run diagnostics and no issues are found. Also strange that the options screen does not show the wifi icon, but diagnostics does. Anyway, any ideas on how to "force" Options to actually load the options?

restarting and reopening programs Having issues with restarting my MacBook Pro, if it turns off or is restarted and I select to reopen programs it will restart but will just have the spinning icon, so I think have to turn it off and restart it in safe mode so I can then restart it without anything running. It seems to happen no matter what programs are being run or if nothing is actively being used

the launchpad modifies itself Every time I restart the macbook the launchpad changes. The applications inside change places
