You could have provided your card details in your App store. Open App Store and go to your profile by clicking on Top Right Corner. Now navigate to subscriptions. There you can find your active subscriptions. If you find PicsArt there, click on it and initiate a cancel subscription. Refund policies are based on the service providers.
