Typically iOS updates require 5G, WiFi, or Ethernet (with a computer) to download. I am truly surprised that that one says you only need 3G. Maybe it is wrong? It it were true then you should be able to get it with your 4G.
I notice that you do not appear to have a WiFi connection so perhaps you should try connecting to one and see it that clears it up even if it leaves the puzzling "3G" element.
