Gift an app - instructions to share and then gift are not working.

I looked up how to gift an app that I already own. It says to do it from the app store, hit the share icon and then the gift icon. When I hit the share, it only offers the various options that are typical when I go to share something from any other place, such as photos or a text. There is no gifting option anywhere to be found. I'm using an iphone 11. I also couldn't find an option to do it from the iTunes store from my computer.

Thanks for posting in Apple Support Communities. We understand that you'd like to gift a specific app, but are unable to find the option to do so.

-Is the app free? You can't gift a free app or item.

-Are you part of a Family Sharing group where 'Ask To Buy' is enabled on your account?

It is a paid app called PictureThis - Plant Identifier. Yes, I realize that my husband and I are a family share and for some reason he is set up as organizer so I can't change anything. Is that what it is? How do we change it so I'm the organizer (since I am the organizer). He isn't even on an iphone. He uses Samsung.
