i no longer have access to the trusted device.

I am trying to access the cloud to get the contacts for my daughters phone. We replaced the phone with a new number and do not have access to the old phone. It was crushed. The two-factor authentication is going to her old phone number. How can we get to the two-factor authentication to go to another phone number?
