See here: link-> Make a call with Wi-Fi Calling - Apple Support

Contact Vodafone and make sure Wi-Fi calling is enabled on your service plan.

Please do not post your phone number in a public forum where anyone can see it, unless you want tons of spam calls now. I've asked the hosts to remove it.

Wi-Fi calling is a carrier feature. You alone cannot activate it, and Apple cannot activate it. Only Vodafone can. Ask to be transferred to a manager or other higher up. It seams the support person you contacted is not aware of how it works.

If it still does not work, you may need to restore the iPhone and see if that enables the option: click here-> Restore your iPhone, iPad, or iPod to factory settings - Apple Support
