Is their any other way to subscribers to apply music with using visa,masters,credit cards

You can use iTunes / Apple Gift cards to pay for the subscription. Or even PayPal if allowed where you are.

You may still have to verify a credit or debit card. But since v verification is complete it can be removed form the Apple ID, and Gift cards can be used to cover the subscription charge whenever it's due.
