iPhone 12 Mini Frozen on Update Apple ID Settings

I am setting up my new iPhone and on the screen that says Update Apple ID Settings, the "Continue" is blue so it looks like you can tap it. It does not respond, and the "Settings" is greyed out and not functioning.
