Using Switch Control to control an iphone from an ipad

I have an old ipad 2 running OS 9.3.5 that I would like to use an interface to control my iphone

Possible? Or do I have to have OS 10 that is not compatible with old ipad?

When sitting at home it would be convenient to use the new iphones capabilities for browsing etc, while exploiting the ipad's large screen.

Is there any way to do this?

It seems the Switch Control instructions aren't applicable to my old ipad as I can't choose use other device.
